The mail item will be open in an Inspector. Each Inspector in Outlook 2003
will have a CommandBars collection, which includes a CommandBar named "Menu
Bar". Under that CommandBar is a CommandBarPopup named File. You add your
control to the File CommandBarPopup.CommandBar object.
