This indicates you may have an add-in interfering. Start Outlook in safe mode (hold Ctrl when you start it) and see if the behavior changes. If it does, then tart Outlook normally, disable all your add-ins, then add them back in one at a time, testing between each one, until you find the one causing the problem.
