This is neither an "Outlook" error, nor an "Outlook Express" error. This is
the message submission server, 'smtp.charter.net', telling you that they
think your message looks like spam. Most likely it is a "false positive".
Personally, I think it is a bit cheesy for an ISP to check their outgoing
email for spam; but, I suppose if they let just anybody use their server,
they have to do something about spam complaints.
