Well, you need to establish what has changed.

If you can't do that, you can establish if the problem is with your
particular ISP or your Outlook (which version we don't know as you didn't
say)

1. Get a google mail account and see if you can you send via it.

2. Try sending with another email client (e.g. Outlook Express or the
Mozilla email client - can't remember what it is called)
