Within your AV options set it not to scan mails / intergrate with Outlook -
Though you may find you have to uninstall your AV / IS app, clear temp

The problem was in the shortcut on USER2's desktop.
It had been encoded to go directly to the old email's inbox, thusly:
"C:\Program Files\Microsoft Office\Office12\OUTLOOK.EXE" /select
"outlook:\\oldusername@oldemail.com\Inbox"
When I clicked on the Outlook item in the start menu, and when it worked, I
realized that the shortcut was the problem.

problem, you need to uninstall it, run Symantec's uninstaller cleanup

you must delete the contact in your contact folder or the email address of
this contact in the contact folder.
The Addressbook is only a sopecial "Filter" of the contact folder and you
can not "edit" the Outlook Adressbook.
Delete the contact or the email address in the contact and you will not see
the email adress in the Outlook Addressbook anymore.

I had already redone my profiles. Still no help. I uninstalled and
reinstalled my security suite, indexed my messages for spam search and now
the problem is gone. I didn't do the indexing first time around, so that
must have been the problem. Still can't figure out the refusal to run the
junk mail action. Luckily it is of no concern now. Thanks for your advice.

| I swapped to a new 500 gig drive and used Ghost to do an exact copy of my
drive. Everything works except MS Office 2003 and especially Outlook.
