What Outlook is synchronizing? How about your mail? ;-) It's checking for
new emails.
Having lots of rules, or 3rd party mail scanning addins installed are know
causes of having high CPU usage.
Note that your computer is quite low on memory. If possible, I would
recommend upgrading to 2GB (memory is quite cheap these days). This however
might not directly solve your issue.
