Thanks for the suggestions.

1. My error - system has 2GB RAM, not 1GB
2. No rules at all.
3. Re checking for new mails, I don't think this is the issue. When
Outlook is not synching, send/receive only takes a few seconds and new mail
is downloaded. Hmmm - perhaps the synching is not related to send/receive.
4. I don't believe I saw any add-ins in this Outlook, but I'll check again
in a day or two when I next see this client.
5. I'll check the polling interval.
6. Also next time I'm at this client, I'll check to make sure they don't
have a smartphone or similar device that Outlook might be trying to synch
with.

I'm open to more suggestions? I'll post the solution when I figure it out,
so others can benefit from it.
