It looks to be a by-design problem. The free/busy update information is not being until the default 15 minute intererval has been reached. After the delay the time can be re-booked. I didn't do much testing to see if setting the free/busy update schedule to a lower number speed it up or not. I'd say it's a restriction on the wireless which means "contact the ISP". No. I'd suspect Outlook to want to keep its Junk Folder just as it would Sent items and Inbox. I wouldn't say it's a "bug" but more of a "conflict".
