If you deploy the Outlook PIA you should only do so with the official redistributable packages that install into the GAC. Since there isn't an Outlook 2010 package yet you'd have to wait or embed the PIA interfaces into your addin using Framework 4. Not really, but not following a worst practice would probably help. Doing a send/receive that often is not recommended. Every 10 or 15 minutes is a more responsible value.
