Outlook 2007 apparently performs the POP operations in a different order that does OE. OE must intersperse the downloading and deleting of messages, whereas Outlook downloads all, then deletes. If you interrupt the downloading, the deletion doesn't occur.

Nope. You can't alter the order in which Outlook executes the POP commands.
