Vista has nothing to do with its. What's relevant is the Outlook version.

You would need to use the same technique that Access uses (which I think is XML-based and compatible with Outlook 2003 and many other mail programs) or tell users they should use the View in Browser command in Outlook 2007 to view your mailing in their Internet browser.
